Moroccan Vegetable Ragout

INGREDIENTS:2 Tbsp. olive oil
¼ cup all-purpose flour
2 cups pearl onions, peeled and halved
1 cup carrot cut into 1/8 in. thick slices
½ cup fennel cut into 1/8 in. thick slices
1 2 in. cinnamon stick
½ tsp. ground cumin
½ tsp. ground ginger
1 large pinch saffron threads, crushed
2 cups boiling-type potatoes, such as red or Yukon gold, peeled and cut
